About Dr. Tilghman
Dr. Justin Tilghman brings more than a decade of frontline and leadership experience in emergency services and public safety to his work in organizational resilience. He began his career as an Emergency Medical Technician and Paramedic before serving as an Emergency Management Planner and later as Deputy Director of Lenoir County Emergency Services, where he oversaw emergency response plans, disaster coordination, and Emergency Operations Center activities.
In higher education, Dr. Tilghman advanced to Dean of Workforce Development and Public Safety at Lenoir Community College, providing oversight for emergency management, law enforcement, fire protection, and EMS education programs. He also developed training for military-to-civilian transitions in emergency response and chaired multiple emergency operations planning teams.
He is a Certified Emergency Manager (CEM®) through the International Association of Emergency Managers. He has taught emergency management, incident command, and disaster response courses at both the college level and through the North Carolina Division of Emergency Management.
Today, through Balanced Coaching, Dr. Tilghman integrates his emergency management expertise with leadership development and coaching, equipping schools, churches, non-profits, and businesses to thrive under pressure.
